Update: Adult in custody death at the Multnomah County Detention Center (Photo) - 06/21/23

Update 6/21/2023:

The deceased adult in custody is identified as 58 year old Martin Todd Franklin. He was booked into Multnomah County Detention Center (MCDC) on August 21, 2022. Cause of death will be determined by the Oregon State Medical Examiner.

Initial Release 6/16/2023:

On Friday, June 16, around 8 a.m., an adult in custody (AIC) was found unresponsive in their cell at the Multnomah County Detention Center (MCDC). Despite lifesaving efforts by corrections deputies and jail medical staff, the adult was pronounced deceased.

As standard protocol, the East County Major Crimes Team responded and is performing a death investigation in conjunction with the Multnomah County Medical Examiner’s Office. The Medical Examiner’s Office will determine the cause of death at a later date.

As is common practice during a critical incident such as this, the jail was placed in a lockdown to initiate the death investigation and to accommodate staffing movements. At approximately 10:30 a.m., jail restrictions eased to allow essential activities, such as the booking of new individuals, transportation to and from court and releases of individuals. Jail operations are expected to be restored Saturday.

The death investigation remains open, and no further comment will be made at this time. We do not expect to release any additional information until next week.

The East County Major Crimes Team is comprised of members from the Multnomah County Sheriff’s Office, Gresham Police Department, Oregon State Police, Port of Portland Police Department and the Multnomah County District Attorney’s Office.
