The New Year is starting in a busy fashion as we manage transitions within our command team and I want to take a moment to share a few personnel moves that are taking place soon.

Chief of Staff:

In February, Stephanie Prybyl, Chief of Staff, will be leaving MCSO for the Oregon Water Resources Department. There she will serve as the primary policy source for the Director's Office, which is in alignment with her professional background and builds upon her work within public safety. I am sorry to see Stephanie depart MCSO; she has accomplished much these past two years including substantial work on agency new policies and procedures, comprehensive legislative affairs, effective relationships with other elected offices and directing our executive team. 

I am pleased to announce that Katie Burgard will serve as MCSO's Chief of Staff.

Katie currently serves as the Facility Services Section Director, responsible for the oversight of Close Street Supervision, Classification, and Programs Units. These units are an essential partner to managing the corrections facilities by providing pretrial supervision of defendants within the community, reviewing and properly housing adults in custody for safety and security, and providing evidence based programs aimed at the rehabilitation of individuals as well as transitional resources upon release. In addition to her 10 years with MCSO, Katie previously dedicated 10 years within direct social service work focused on behavioral health care for justice-involved youth and adults. Katie grew up in Oregon, prior to attending Oregon State University, where she studied Sociology and Criminology.

Law Enforcement Division: 

After a long and dedicated MCSO career, Chief Deputy Jason Gates is retiring in February. I am pleased to reaffirm that Monte Reiser will serve as MCSO's Chief Deputy of Law Enforcement. Monte currently serves as the Commander of the Patrol Unit, responsible for coordinating police response to over 290 square miles of unincorporated Multnomah County, and four contract communities including Troutdale, Fairview, Wood Village and Maywood Park. Monte has worked through MCSO ranks of deputy, sergeant, lieutenant, captain and commander since 1993. He grew up in Oregon, prior to attending Western Oregon State College, where he studied Law Enforcement and Social Science.

Travis Gullberg will assume leadership of the Patrol Unit. Travis currently serves as the Captain of the Professional Standards Unit, responsible for creating an environment that encourages the highest standards of integrity by assessing and addressing concerns through the internal affairs process, conducting internal audits, and guiding continuous improvement across our Agency. Travis has worked through MCSO ranks of deputy, sergeant, lieutenant and captain since 1998. He grew up in Oregon, prior to attending Warner Pacific College, where he studied Sociology and Business Administration. In December 2018, Travis graduated from the FBI National Academy.

James Eriksen will assume leadership of the Professional Standards Unit. James currently serves as the Acting-Captain in that unit, as Travis was attending the FBI Academy. He grew up in Oregon, prior to attending Salem Western Baptist College, where he studied Management and Communications.

Together, Chief Deputy Reiser and Captain Gullberg are responsible for implementing MCSO's vision for neighborhood team policing and strategic law enforcement services. 

Corrections Services Division: 

Nick Jarmer will assume leadership of the Facility Services Unit as an Acting Captain. Nick currently serves as the Lieutenant over the Multnomah County Detention Center (MCDC) Booking Floor, interacting with law enforcement agencies across the County and directing the process by which arrestees enter, transfer and are released from the criminal justice system. Nick has worked through MCSO ranks of deputy and sergeant since 1991. He grew up in Oregon, prior to attending Portland State University, where he studied Finance and Law.

These are important appointments for MCSO, as Chief of Staff Burgard and Acting-Captain Jarmer are responsible for implementing the Agency's vision for the rehabilitation of adults entrusted to our custody and effective facilitation of the continuum of care via corrections professionals.

With this team, I have every confidence that MCSO is ready and able to succeed in 2019 and beyond.
