Marion County Circuit Court Case 25CR33577
Marion County Holds Armed Felon Accountable
Salem, OR – October 28, 2026 – On October 23, 2026, Marion County Circuit Court Judge Sean Armstrong sentenced Pedro Manuel Cisneros, age 23, to 81 months in the Department of Corrections. Following a bench trial, Cisneros was found guilty of Unlawful Use of a Weapon, Recklessly Endangering Another Person, Attempted Assault in the First Degree with a Firearm, Felon in Possession of a Firearm, Obliterating a Firearm ID Number, and Unlawful Possession of Cocaine.
The convictions stem from events that occurred in June 2025. Salem Police responded to a report of gunfire near King Street and Liberty Road in South Salem. Surveillance footage showed Cisneros standing near Liberty Road South and firing multiple rounds from a handgun at a passing vehicle. Cisneros then fled the scene in a vehicle.
After a warrant was issued, Cisneros’ vehicle was located and searched. Detectives found more than 15 grams of cocaine and a loaded handgun with obliterated serial numbers. The ammunition in the gun matched the casings found at the scene of the shooting.
Cisneros was identified by law enforcement as a known member of a gang and was on probation at the time of the shooting.
The court found Cisneros not guilty for Attempted Murder in the Second Degree.
Based on the offenses, the state asked for the maximum available sentence of 160 months in the Department of Corrections.
“Gun violence is a focus for this office and we will prosecute gun violence aggressively,” said District Attorney Brendan Murphy. “We will seek significant sentences for convictions involving unlawful criminal activity with firearms, especially shootings and possession by felons.”
The Marion County District Attorney’s Office wishes to thank the Salem Police Department for its thorough investigation, particularly the detectives within the Strategic Investigation Unit. They consistently demonstrate thorough, quality investigations that assist in assuring prosecutions.
