Man Sentenced to 32 Years in Prison for Sexual Abuse of a Minor
Salem, OR – July 23, 2026 – Earlier this week, the Honorable Marion County Circuit Court Judge Jodie Bureta sentenced Raymond J. Kadin (age 42) to 32 years in the Oregon Department of Corrections with a lifetime of post-prison supervision. Kadin pled guilty to two counts of Sexual Abuse in the First Degree and two counts of Rape in the First Degree.
The abuse occurred when the victim was between four and ten years old. She did not disclose it until she was 12-years-old, when she was receiving mental health treatment and told a family member what had happened. She said the defendant had told her not to tell anyone.
Following her disclosure, law enforcement opened an investigation. The victim took part in a forensic interview, describing the abuse in detail. She later appeared before a Grand Jury, which indicted the defendant.
“The defendant abused a child’s trust for several years and told her to stay silent,” said District Attorney-elect, Brendan Murphy. “Her courage in coming forward is what made this outcome possible, and this office will continue to pursue these cases without hesitation.”
This case was prosecuted by Deputy District Attorney Kylie Kuhns. The Marion County District Attorney’s Office wishes to thank the outstanding work of Marion County Sheriff’s Office for their execution of a thorough investigation in partnership with an out of state Child Advocacy Center. Due to the sensitive nature of this case, no additional details will be released.
