Salem Man Sentenced for Shooting Death
Salem, OR – October 6, 2025 – On October 3, 2025, The Honorable Thomas McHill sentenced Arturo Mendez-Perez (24) to 32-1/2 years (390 months) in the Oregon Department of Corrections after the defendant pled guilty to one count of Attempted Murder in the First Degree, and two counts of Robbery in the First Degree. The convictions stem from a September 22, 2020 shooting on Savage Road at Hoover Park in Salem, Oregon, that resulted in the death of 18-year-old Andrew Ray Rosas and another victim with serious physical injuries.
Judge McHill is a Circuit Court Judge Linn County Circuit Court. He was asked to oversee the proceedings due to a Marion County judicial conflict.
The Marion County District Attorney’s Office extends its gratitude to the Salem Police Department for its diligent and thorough investigation and to the officers and detectives whose work ensured justice in this case. This case was prosecuted by Deputy District Attorneys Shannon Sullivan and Katharine Semple.
No further information will be released at this time pending resolution of the co-defendant’s criminal case.
