Today a Marion County Grand Jury indicted Cody Roy Hilliard, date of birth 12/18/91, for 2 counts of Aggravated Murder, 3 counts of Burglary in the First Degree, 2 counts of Abuse of a Corpse in the First Degree, and Unauthorized Use of a Vehicle. These charges stem from an incident on March 6, 2018, when Salem Police Department responded to do a welfare check at the Days Inn Black Bear Inn at 1600 Motor Ct NE. On that date police found a deceased female in one of the hotel rooms. An autopsy by the Oregon State Medical Examiner's Office determined the manner of her death was homicide. The victim has since been identified as Kim Cheen Low, date of birth 10/10/79.
