Possession/Distribution Controlled Substance - 07/21/16

Nature of Crime or Event: Possession/Distribution Controlled Substances Date I Time Occurred: 07/19/2016 I 4:44pm Occurred Location: Cox St. / S. 2nd, Lebanon, Linn County OR On 07/19/2016 at about 4:44pm, Lebanon Police Dispatch received a phone call from a Citizen reporting possible narcotics activity in the area of Cox St. near S. 2nd St. The caller reported seeing short-term foot traffic approaching a gray Toyota Corolla, cash being exchanged and then the foot traffic leaving. Officer Chad Christenson arrived on scene and contacted a female occupant in the gray Toyota, identified as Arlena Arellano. Officer Christenson explained the nature of his response and asked if she was in fact dealing drugs. Arellano denied this, stating she was in the area to visit a friend. Officer Christenson asked for consent to search the vehicle and was ultimately allowed to do so. During search of the vehicle, the following items were located: 1) $1483 in cash. 2) Several plastic baggies along with cut up grocery baggies for Heroin "balloons". 3) Several syringes, two (2) containing an unknown clear liquid. 4) Two (2) notebooks containing possible drug records. 5) Several pre-packaged baggies containing a brown substance, later tested presumptive positive as Heroin totaling 3.3grams. 6) Several pre-packaged baggies with a white crystalline substance, later tested presumptive positive as Methamphetamine totaling 2.7grams. 7) Multiple cell phones. Officer Christenson re-contacted Arellano and confronted her with what he'd found, again asked her if she was dealing drugs, to which she admitted she was. Arlena Arellano was taken into custody and charged with DCS -Meth within 1000ft of a school, DCS Heroin within 1000ft of a school, PCS-Meth, PCS-Heroin. She was subsequently transported and lodged in Linn County Jail This case is still under investigation by the Lebanon Police Department.
