Hockinson board approves replacement levy for ballot - 12/03/18

The Hockinson School Board approved two levy resolutions during a scheduled meeting Tuesday. One is a partial replacement levy, and the other is a new capital levy. They will appear on the February 2019 ballot.

Local levies enable school districts to cover expenses for educational programs and services, and athletic and academic extracurricular offerings that are not funded, or are not fully funded, by the state.

If approved by the voters, the proposed 2020-22 Replacement School Programs & Operations Levy would partially replace a levy that is expiring in 2019. It is a “partial replacement” because new state legislation limits districts to requests of $1.50 per $1,000 assessed property value.

(When Hockinson voters agreed to the 2017-19 levy, they anticipated paying $3.56-$3.99 per $1,000 AV. However, because of the new state law, school districts can collect only $1.50 per $1,000 AV, beginning in 2019.)

The 2020-22 estimated levy rate of $1.50 per $1,000 AV replacement levy would collect $2,685,000 in 2020, $3,005,000 in 2021 and $3,335,000 in 2022. It would help the district fund transportation, special education and extra staffing, such as nursing and security, which are partly funded by the state. It also would provide funding for athletics and academic extracurricular activities, which are not funded by the state.

The 2020-22 Capital Levy for Technology & School Improvements requests $800,000 per year for three years. It would cost an estimated $0.45 per $1,000 AV in 2020, $0.40 per $1,000 AV in 2021 and $0.36 per $1,000 AV in 2022.

The capital levy would make it possible to update the district’s instructional technology and complete other projects in the district.

Hockinson did not request a capital levy in 2016, because the bond that was used to build the Middle School and update the High School enabled some technology upgrades at that time.
