Update: Officer-Involved Shooting at Hotel in Hillsboro

 

Hillsboro, OR — Hillsboro Police Department Officers went to the Extended Stay America at 10665 Northeast Eider Court to investigate suspicious circumstances on September 14 at 8:29 p.m.

Investigating officers discovered that two people, a man and woman, were associated with a stolen vehicle in the parking lot of the hotel, and they had checked in to a room using what appeared to be false identities. 

Four of the seven officers at the hotel were near the hallway of the hotel, adjacent to the room where the man and woman were believed to be staying. The man, later identified as 34-year-old Elliot Satour Carr, emerged from the room at about 9:12 p.m. 

When the officers attempted to contact Carr, a physical struggle ensued. During the struggle, Carr pointed a handgun at two of the officers. One officer, Jaime Williamson, fired one round from his handgun. Carr was not hit by the gunshot. The officers continued to struggle with Carr, and he was injured during the struggle. 

Officers contacted the woman who was with Carr in the room. The woman identified herself as Peacelynn Butterfly Perilloux. She was later identified by fingerprint analysis as 27-year-old Nicola Elizabeth Kostov.  The true Peacelynn Butterfly Perilloux is a victim of identity theft. She is not a subject of this investigation.

Carr was transported to a local hospital with minor injuries. He was later lodged at the Washington County Jail. Carr was initially charged with unlawful use of a weapon, felon in possession of a firearm, unauthorized use of a vehicle, and identity theft.

Kostov was also lodged at the Washington County Jail. Kostov was initially charged with first-degree burglary, unauthorized use of a vehicle, and identity theft.

The investigations into the officer-involved-shooting and the criminal activities of Carr and Kostov are ongoing and active. On September 20 a Washington County Grand Jury indicted Carr and Kostov on the following charges related to this investigation:

 

Carr:

-Unlawful Use of a Weapon, 2 counts

-Menacing, 2 counts

-Felon in Possession of a Firearm

-Aggravated Theft I

-Aggravated Identity Theft, 5 counts

-Identity Theft, 3 counts

-Unauthorized Use of a Vehicle, 2 counts

-Possession of a Stolen Vehicle, 2 counts

-Unlawful Delivery of Methamphetamine

-Possession of Methamphetamine

-Unlawful Delivery of Heroin

-Possession of Heroin

 

Kostov:

-Aggravated Theft I

-Aggravated Identity Theft, 5 counts

-Identity Theft, 3 counts

-Unauthorized Use of a Vehicle, 2 counts

-Possession of a Stolen Vehicle, 2 counts

-Unlawful Delivery of Methamphetamine

-Possession of Methamphetamine

-Unlawful Delivery of Heroin

-Possession of Heroin

 

In accordance with Hillsboro Police Department policies and procedures, the following officers have been placed on administrative leave:

-Officer Jaime Williamson

-Officer Michael Piper

-Officer Ernesto Villaraldo

-Officer Joey Edwards

-Officer Edgar Garcia-Garfias
