DPSST ANNOUNCES APPOINTMENT OF NEW DEPUTY DIRECTOR - 07/21/26

SALEM, Ore. — Oregon Department of Public Safety Standards and Training (DPSST) Director Phil Castle announced today the appointment of Marcia Harnden as the agency’s next deputy director. She will assume the role in September following the departure of current Deputy Director Kathy McAlpine, who is resigning effective Aug. 14.
 

Harnden currently serves as Chief of Police in Albany, Ore., a position she has held since 2020. She is the current past president of the Oregon Association of Chiefs of Police, is an executive board member with the Oregon-Idaho High Intensity Drug Trafficking Area, and is a founding member of the Northwest Women’s Law Enforcement Network. Prior to joining the Albany Police Department, Harnden spent 25 years with the Bellevue Police Department in Washington, where she served in multiple leadership roles before retiring as a captain.
 

“Marcia has a passion for training, a proven commitment to employee wellness, and a thoughtful and caring leadership style,” said Director Castle. “She is the ideal candidate to continue guiding DPSST’s mission, and I am thrilled to welcome her as our next deputy director.”
 

Outgoing Deputy Director Kathy McAlpine joined DPSST as director of the Professional Standards Division in January 2024 and was appointed as the agency’s deputy director in January 2025. Before joining DPSST, McAlpine served for six years as the chief of police in Tigard and spent more than 30 years with the Tacoma Police Department in Washington. She is leaving DPSST to serve as chief operating officer at South Sound 911 in Tacoma.
 

“I want to express my deepest appreciation to Kathy for being the best deputy and partner I could have asked for,” said Director Castle. “Her work ethic and dedication to our mission are second to none, and she has made a monumental impact at DPSST.”
 

Director Castle will assume the duties of the deputy director during the interim period between McAlpine’s departure and Harnden’s start.

DPSST certifies and licenses police, corrections, and parole and probation officers, as well as regulatory specialists, emergency telecommunicators and medical dispatchers, criminal justice instructors, private security providers, private investigators, fire service professionals, and polygraph examiners in the state of Oregon.
