H.O.P.E. Drug Court Participant Holds A Packs With Purpose Fundraiser And BINGO Event To Help RSAT Graduates (Photo) - 10/08/25

Roseburg, OR – October 8, 2025 – The Residential Substance Abuse Treatment (RSAT) Program in the Douglas County Jail is an 18-bed custody treatment program (12 beds for men, 6 for women) helping repeat property and drug offenders eligible for downward-departed prison sentences.  This program is 120 days, or more if needed, in custody and gives participants time for therapeutic intervention locally, with the goal of reducing recidivism and offering alternatives to state prison.  Participants are kept in a separate “pod” away from general population during participation and includes daily group sessions and individual counseling.

 

Upon successful RSAT completion, the individual transitions directly into the H.O.P.E. Drug Court program, which serves as aftercare.  Many people graduating from RSAT may find themselves with very little to nothing due to a combination of structural, social, and personal barriers which means they have no financial or material support for reentry.   RSAT focuses on behavioral change and substance use treatment inside custody but relies on partner agencies or community programs stepping in when a graduate leaves with no material support. 

 

Tanaya Hulsey, H.O.P.E. Drug Court graduate phase participant, is trying to help by creating backpacks with some essential items for those being released who may not have what is needed for basic hygiene.  Tanaya Hulsey added to her fundraiser sheet that donations will contribute to readiness packs for participants graduating from the RSAT Program.  This program is a precursor to mandated intensive outpatient treatment which helps to educate individuals on abstinence, thinking errors, and changing current lifestyle patterns and behaviors.  This will help give participants who want to change an encouraging start with basic hygiene supplies upon their transition into sober housing.

 

People can help by providing:

  • Shampoo and Conditioner
  • Socks and undergarments (men/women)
  • Food / Coffee gift cards / certificates
  • Water bottles
  • Hairbrushes / Combs
  • Shaving items – razors/shaving cream
  • Deodorant
  • Toothbrush / toothpaste / floss
  • Bar soap / Body wash / Loofah
  • Stocking hats / gloves
  • Thermal Shirts / Pants


Donation Drop-Off Locations:

  • Denny’s Restaurant – 350 W Harvard Avenue, Roseburg
  • Umpqua Health Lobby – Newton Creek location – 3031 NE Stephens Street, Roseburg

“I think what helped me through the RSAT program was the support of staff and peers when transitioning to sober living and into outpatient treatment,” said Tanaya Hulsey, “With an average general population at the Douglas County Jail of between 150-200 individuals, this program typically constitutes less than 10 individuals that have the courage to actually make a change.  I feel we, as a community can convey the message that we will support this change by doing what we can to help make the transition less stressful.”

 

In addition, a BINGO event fundraiser is scheduled for Sunday, November 9 from 2:00 to 6:00 p.m. at the American Legion Hall, 406 SE Oak Street.  There is free parking and no admission fee.  Games will be $1 per card or 6 cards for $5.  Baked goods will be available for purchase during the event and is open for all ages.

The Douglas County H.O.P.E. Drug Court program is preparing to celebrate its 111th graduation on Tuesday, December 16, 2025, at 5:15 p.m. The ceremony will be held at the Douglas County Fairgrounds in the Cascade Hall building.

 

Presided over by the Honorable Judge Robert B. Johnson, H.O.P.E. Drug Court operates under the Douglas County Circuit Court. The program is designed to reduce recidivism, address substance use disorders and encourage participants to reflect on their lives beyond their criminal actions. The court emphasizes personal transformation, responsibility, and a focus on future potential. 

 

A hallmark of the program is the Graduate Community Project, completed during the final phase. These projects allow participants to demonstrate their personal growth, social development, and the internal motivation that drives them toward meaningful, lasting change.  Posterboards highlighting each graduate’s project accomplishments will be displayed in the lobby prior to the ceremony. 

 

Many H.O.P.E. Drug Court participants begin their recovery journey through the RSAT program in the Douglas County Jail before continuing community-based treatment, accountability, and support.  Together, these programs create a continuum of care that promotes long-term recovery, personal stability, and public safety.  Community members, supporters, and partners are welcome to attend and celebrate the graduates’ hard work and success.
