Clatsop County Secures New Opportunity Zone In Seaside, Extends Astoria Designation - 11/04/26

State selection expands economic development opportunities in Clatsop County through 2036

ASTORIA, OR — Clatsop County has been selected for two federal Opportunity Zone designations, adding a new area in Seaside and extending the existing designation in Astoria through 2036.

The County's application to include a census tract in Seaside was selected by the state as part of Oregon's Opportunity Zones 2.0 program. Astoria's existing Opportunity Zone was also selected for the new program, allowing it to retain the designation beyond its original expiration date of Dec. 31, 2028.

Both census tracts are included on Oregon's final list submitted to the U.S. Department of the Treasury for certification.

Opportunity Zones are a federal economic development program designed to encourage long-term private investment in designated communities through federal tax incentives. The program aims to support business development, job creation, housing and infrastructure improvements.

The addition of Seaside and continued designation of Astoria provide Clatsop County with opportunities to attract private investment and support long-term economic growth.

"Securing a new Opportunity Zone in Seaside while maintaining the designation in Astoria is a significant opportunity for Clatsop County," said Clatsop County Board Chair Mark Kujala. "These designations give our communities additional tools to encourage investment, support local businesses and create jobs that strengthen our regional economy."

According to Business Oregon, the statewide selection process was highly competitive. The agency received 106 local nomination applications, with only 58 census tracts available for designation across Oregon.

The selected Opportunity Zones are scheduled to take effect Jan. 1, 2027, following federal certification, and retain their designation through Dec. 31, 2036.

The Opportunity Zones 2.0 program builds on the original federal initiative established in 2017, with updated investment incentives and a new 10-year designation cycle.
