Clatsop County Deputy Surveyor Jason Foose Named County Surveyor Of The Year - 11/04/26

ASTORIA, OR — Clatsop County Deputy County Surveyor Jason Foose has been named the 2026 County Surveyor of the Year by the Oregon Association of County Engineers and Surveyors (OACES). Foose received the award during the association's annual fall conference, held Oct. 19-20 in Hood River.

The award recognizes Foose's professional expertise, leadership and contributions to advancing the land surveying profession throughout Oregon.

Foose was nominated by Deschutes County Surveyor Kevin Samuel, who highlighted his active involvement in OACES, commitment to professional education and willingness to share his knowledge with colleagues across the state.

“Jason is an exemplary professional land surveyor whose sustained service, expertise, and commitment to the profession make him worthy of this recognition,” Samuel wrote in his nomination letter.

Foose regularly presents at OACES conferences, sharing technical knowledge and practical experience with surveyors, engineers and public agency professionals. He has also provided educational presentations to the Professional Land Surveyors of Oregon (PLSO) and served for several years on the Oregon State Board of Examiners for Engineering and Land Surveying's testing committee.

In July 2026, Gov. Tina Kotek appointed Foose to a four-year term on the Oregon State Board of Examiners for Engineering and Land Surveying, which oversees professional standards and licensing to help protect public health, safety and property.

Clatsop County Surveyor Vance Swenson supported Foose's nomination, recognizing his professionalism and positive influence on his colleagues.

“Jason also has conducted himself in his work with the highest level of professionalism and serves as a positive role model for surveyors in OACES and throughout the profession,” Swenson wrote in his letter of support.

“Clatsop County is fortunate to have such highly respected professionals in our Surveyor’s Office,” said Public Works Director Terry Hendryx. “Jason’s recognition is especially meaningful because County Surveyor Vance Swenson received this same prestigious award in 2016. It speaks to the level of expertise and dedication our surveying team brings to the county and the profession.”

The OACES County Surveyor of the Year award recognizes outstanding service and contributions to the surveying profession. The association brings together county engineers, surveyors, public works directors and other professionals to share knowledge, strengthen professional practices and support public infrastructure throughout Oregon.
