Clatsop County Releases 2025–26 Property Tax Information (Photo) - 10/02/25
ASTORIA, OR — Clatsop County will mail 2025 property tax statements beginning mid-October, and all statements will be sent no later than October 25.
Property owners who signed up for e-Statements will receive their bill by email. To enroll, visit: apps.clatsopcounty.gov/property/estatements/request/.
Your property tax statement serves as both your value notice and tax bill for the fiscal year (July 1 – June 30). Taxes are calculated based on your property’s assessed value and the tax rates of the districts serving your property. Some statements may also include additional taxes, special assessment fees, or charges.
Your statement summarizes your property’s Real Market Value (RMV), Assessed Value (AV), annual taxes, and payment due dates. If you believe your Assessed Value (AV) is incorrect, your appeal rights are outlined on the back of your statement.
This year’s changes reflect a 3% assessed value growth, new construction, and voter-approved levies and bonds. Property owners in affected districts may see increases greater than 3%.
Voter-Approved Local Options and Bonds – 2025/26
The following voter-approved measures will be reflected in the 2025–26 property tax statements:
- Arch Cape Sanitary District – 2-year local option levy of $0.643 per $1,000 of assessed value
- Gearhart Rural Fire Protection District – 5-year local option levy of $0.33 per $1,000 of assessed value
- City of Warrenton – 21-year bond for improvements to the wastewater collection, treatment, and disposal system
- Clatsop County – Fairgrounds – 5-year local option levy of $0.07 per $1,000 of assessed value
- Special Assessments – Property owners within a diking district boundary may see additional increases based on acreage or district rates
Services Funded by Property Taxes
Clatsop County collects property taxes and distributes funds to 66 taxing districts that provide vital public services, including:
- County Government – public safety, road improvements, elections, public health
- Cities – police, fire protection, urban renewal projects
- Education – K-12 schools, Clatsop Community College, NW ESD
- Port of Astoria
- Rural Fire Districts and Special Districts
Payment Due Dates
The trimester due dates for 2025–26: November 17, 2025, February 16, 2026, and May 15, 2026. Please also refer to the back of your tax statement for full installment payment options and due dates.
Property owners are encouraged to pay early to take advantage of available discounts:
- 3% discount – Pay in full by November 17, 2025
- 2% discount – Pay two-thirds by November 17, 2025
- No discount – At least one-third must be paid by December 15, 2025
Important Notes:
- Mark your calendar. If you choose to waive your discount and pay in three installments, Clatsop County does not send reminder notices for the second and third payment dates.
- If you pay in full, your canceled check serves as your receipt.
- Clatsop County does not have the legal authority to extend deadlines or waive interest. Interest will be charged on any unpaid taxes beginning December 16, 2025, per Oregon law.

820 Exchange Street, Second Floor, Suite 210 Astoria, OR 97103
Office hours: Monday – Friday, 8:30 a.m. – 5:00 p.m., excluding holidays
Please plan ahead: Elevator maintenance is currently underway at Clatsop County’s 800 Exchange Street building. For ADA-accessible entry and elevator access to the Assessment & Taxation Office, please use the entrance located at 820 Exchange Street. Temporary ADA parking will also be available from this side of the building.
- Drop Box - A secure drop box is available at the corner of 9th and Exchange Street. Do not confuse this with the ballot drop box.
There is an additional drop box located inside the Tax Office for those who wish to avoid waiting in line.
- By Mail - Payments must be postmarked by November 17, 2025, to qualify for a discount. Oregon law recognizes the U.S. Postal Service postmark as the official date of receipt. Some postal facilities forward mail to a central processing center, which may delay the postmark and affect eligibility for discounts. Please ensure your payment is postmarked on or before November 17, 2025.

Understanding Your Tax Statement
- Yellow Statement – Indicates your mortgage company or Oregon’s Senior Deferral Program will pay your taxes. Contact your mortgage company if you have questions.
- Green Statement – Indicates you are responsible for payment. Keep the top portion for your records and return the bottom portion with your payment.
