Woodburn Declares A 120-Day Data Center Moratorium - 09/15/26

City Council Declares 120-Day Moratorium on New Data Center Development


WOODBURN, OR. – The Woodburn City Council voted September 14 to declare a 120-day moratorium on new data center development following a public hearing.


The moratorium temporarily pauses the acceptance, review, and approval of City permits and development proposals for new data storage, processing, and information technology centers, as defined by the Woodburn Development Ordinance.


The moratorium does not apply to other types of industrial development.


The 120-day period will give the City time to:
• Review zoning and development regulations.
• Evaluate public utility and infrastructure needs.
• Reassess data center siting criteria.
• Review potential impacts related to water, energy, noise, and the environment.
• Develop regulations and processes for evaluating future data center proposals.


No data center applications are currently pending or active in Woodburn.
