Governor Kotek Selects Downtown Tualatin For Federal Opportunity Zone Program (Photo) - 11/05/26
Tualatin, OR – Downtown Tualatin was nominated by Governor Tina Kotek for the federal Opportunity Zone 2.0 program. This designation, once approved by the U.S. Department of the Treasury, will provide a triple tax benefit to investors in future downtown projects.
“This designation incentivizes development without costing local taxpayers a dime. We are glad Governor Kotek and the team at Business Oregon see the same opportunity in downtown that we do, and we are grateful they nominated Tualatin for this program.” – Frank Bubenik, Tualatin Mayor
Opportunity Zone 2.0 designations go into effect on January 1, 2027, and last for 10 years. During this time, investors in qualifying projects receive a rolling five-year capital gains deferral, a 10% basis step-up after five years, and pay zero capital gains taxes on appreciation after ten years. See the provided graphic from Business Oregon and Healthy Sustainable Communities for more information.
In addition to Downtown Tualatin, the selected census tract (41067032003) includes 900-acres of industrial land. The boundaries of Tualatin’s Opportunity Zones are shown on the provided map. Across the state, 229 census tracts were eligible for designation, 106 were nominated, and 58 were selected.
