Tualatin City Council Awards Contracts for Riverfront Park and Downtown Revitalization Project
Tualatin, OR – The Tualatin City Council has selected two firms to advance high profile downtown projects. A team led by Berger Partnership will design the new Riverfront Park. A team led by Walker Macy will execute phase three of the Downtown Revitalization Project.

Riverfront Park Project
The six-acre Riverfront Park project will extend Tualatin Community Park from the Juanita Pohl Center to the Boones Ferry Road bridge. The City completed property acquisition in 2024 and began site preparation in late 2025. Subsequent community engagement has identified ADA river access, new community gathering space, and a pedestrian connection into downtown via the Tualatin River Greenway Trail as project priorities. This project is funded through the Tualatin Parks and Trails Bond, the Core Opportunity and Reinvestment Area urban renewal district, and multiple grants from Metro. Construction is scheduled to begin in 2029.
Berger Partnership has been selected to lead the design phase of the Riverfront Park project. This work will include extensive community engagement, which will inform the development of construction-ready design documents. Berger Partnership has worked on comparable projects throughout the Pacific Northwest, including the Spokane Riverfront Park, the Downtown Olympia Waterfront, and the Meydenbauer Bay Park in Bellevue, WA. Berger Partnership is a Seattlebased landscape architecture firm rooted locally by their team that includes Herrera Environmental Consultants and the public engagement firm, Enviroissues.

Downtown Revitalization Project - Phase Three
The Downtown Revitalization Project aims to establish a community-informed district identity and position downtown for redevelopment. This project launched in April 2025 and has completed a Downtown Identity Study (Phase One) and eight detailed studies in partnership with the University of Oregon's Sustainable City Year Program (Phase Two). Phase Three of the Downtown Revitalization Project involves creating an urban design framework and aligned downtown design standards. This phase will also include extensive public involvement in coordination with the Riverfront Park project. Phase Three is fully funded through a Metro 2040 Planning and Development Grant awarded in June 2026.
A team led by Walker Macy has been selected to lead Phase Three of the Downtown Revitalization Project. Walker Macy is the largest landscape architecture and urban design firm in the Northwest and has worked on projects including plans for downtown Bend, the Portland Japanese Garden, Pioneer Courthouse Square, and the original Tualatin Commons. The Walker Macy team includes JLA Public Engagement, GBD Architects, JET Planning, Walker Consultants (parking analysis), Leland Consulting Group (real estate marketing analysis), and Matt Brown (development strategy).
