Construction Manager / General Contractor Selected For New Police & Public Works Facility - 10/02/25

The City of Tigard has selected P&C I Perlo, a Joint Venture as the construction manager / general contractor (CM/GC) for the new police and public works facility.

 

This marks another important step forward in the project as all of our external partners have now been identified. P&C I Perlo will work collaboratively with the larger team moving forward, including the architect (Scott Edwards Architecture), project manager (Otak), and Tigard staff.

 

CM/GC is a project delivery method that was intentionally selected for this project because it allows for construction expertise to be incorporated early in the design phase. This collaboration helps maximize overall project efficiencies, including cost and schedule, which benefit the community in the long run.

 

P&C I Perlo is a joint venture combining P&C Construction, which was founded in Gresham in 1961, and Perlo, which has been locally owned for more than 70 years. Together, they bring deep, highly relevant experience in the delivery of public safety, civic, and municipal infrastructure projects.

 

“P&C I Perlo’s mission is deeply rooted in community, driven by integrity and inspired by the belief that great construction isn’t just about what we build - it’s about how we build it and who we build it for,” said Brian Shoemaker, President at P&C Construction. “We naturally recognize that ‘Building a Better Tigard’ is more than just a campaign to provide its residents with critical services. It’s a symbol of civic pride, resilience and respect for the City’s 55,000 residents.”

 

Focused on protecting our first responders so they can continue to do their jobs protecting us, voters will decide on a bond package for the new police and public works facility in May 2026.

 

If the bond is successfully passed, construction will begin on the undeveloped 9.5 acres the City of Tigard purchased for this project on SW Wall Street near Hunziker Road, and Tigard’s first responders could be moving in by mid-late 2028. The average Tigard homeowner would pay $9-15 more per month, depending on the life of the bond.
