Drowning Victim Identified; Holiday Weekend Update - 07/06/20

Seaside, Ore. – July 6, 2020 – The victim in a July 3, 2020 drowning incident near the mouth of the Seaside Estuary has been identified as Lloyd Arthur Costello, 55, of Beaverton. Costello was reported to have been kayaking in the area in the hours leading up to the discovery of his body at approximately 3 p.m. Thursday afternoon. Seaside Fire & Rescue responded to the scene and made attempts to revive Costello, but efforts were unsuccessful. Next of kin have been notified.

Police were also called to the beach near Avenue G in the early morning hours of July 3, 2020 for a report of a suicide. Authorities confirmed that an individual did take their own life and that the situation is not considered suspicious. The individual was not from the area, had not been staying in the area but left information that led to the notification of next of kin.

From 6 a.m. on July 3 to 6 a.m. on July 5, Seaside Dispatch took 714 phone calls, 192 which were made to the 9-1-1 line. There was a total of 207 calls for service, 55 for reports of illegal fireworks and several citations were issued for firework violations over the course of the holiday weekend. 11 arrests were made over the weekend, two of which were for DUI’s while additional arrests involved criminal trespassing, burglary and disorderly conduct.
