Gresham City Council selects finalists for City Manager position (Photo) - 04/17/21

GRESHAM, Ore. –Gresham City Council has selected three finalists for the position of City Manager and is seeking community input and involvement in next steps. On Wednesday, April 21, from 5:30-7:30 p.m., Mayor Travis Stovall will host a virtual community forum to introduce the finalists: Jamal Fox, Patrick Quinton and Nina Vetter.

Following the first round of interviews for the City Manager position earlier in 2021, City Council re-opened the recruitment process, which remains open until filled. In total, 37 candidates that applied by March 22 were considered for this phase of the process.

Residents are invited to submit questions in advance to Communications@GreshamOregon.gov by noon, Monday, April 19. Questions previously submitted are on file and will be considered for these interviews. Live public comment will not be taken. After the forum, attendees will have the opportunity to provide feedback about the candidates through an online survey by noon, Thursday, April 22. Feedback will be shared with Council for their consideration.

The final three candidates have participated in individual interviews with the City’s executive recruiter as well as semi-finalist interviews with Council. The finalists will also interview with City leadership and employees. City Council will consider staff and community feedback during a finalist interview on April 23 and will determine the next steps in the process at that time. Standard background and reference checks will be conducted as necessary before any hiring announcement is made.

The community participated in the recruitment early on through focus groups and an online survey, providing insights into the skills needed for the next City Manager, as well as key priorities. The City Manager serves as the chief executive officer of the organization, overseeing staff and departments and carrying out the direction of City Council.

Meet the finalists

  • Jamal Fox has served as the City Administrator of Camas, Washington, since 2020. He began his public sector leadership career in 2013 when he was elected as a Representative for District 2 in the City of Greensboro, North Carolina. He then transitioned to the City of Portland, Oregon, first as a Property and Business Development Manager, and then as the Deputy Chief of Staff in the Office of the Mayor. Jamal received his Master of Public Administration degree from Capella University and his Bachelor of Arts in Political Science from North Carolina A&T State University.
  • Patrick Quinton has been the CEO/Co-Founder of Dweller Inc., a housing development company focused on building and owning accessory dwelling units, since 2017. Patrick’s consulting and start-up career began in 1990, first with ShoreBank Corporation, an internationally recognized leader in community revitalization, and then with Textron Financial Corporation’s health care finance division. From 2008 to 2016, Patrick served Prosper Portland, formerly Portland Development Commission. He was hired as a Senior Development Manager and progressed to the roles of Business and Industry Division Manager and Executive Director within that time. Patrick received his Master of Arts in Public Policy from the University of Chicago and his Bachelor of Arts in Government from Dartmouth College.
  • Nina Vetter has served as the Chief Administrative Officer/District Manager of the Pueblo West Metropolitan District, Colorado, since 2019. Nina’s local government career began in 2013 when she was hired by the City of Colorado Springs, Colorado as a Senior Budget Management Analyst, and she quickly progressed to the role of Strategy, Performance and Contract Compliance Manager. Nina received her Master of Public Administration degree from Northern Illinois University and her Bachelor of Business Administration degree from George Washington University.
