News Release

E-Motorcycle Collides With Truck On Rasmussen Blvd – Battle Ground (Photo) - 08/22/26

At approximately 11:30 a.m. on Friday, August 21, 2026, the Battle Ground Police Department (BGPD) responded to a collision at the intersection of SE Rasmussen Boulevard and SE 14th Street.

According to witnesses, the e-motorcycle was traveling eastbound on SE Rasmussen Boulevard behind a black Ford F-150.  The operator was seen weaving within the lane before attempting to pass the truck on the right.  As the e-motorcycle attempted to pass, the truck turned right onto SE 14th Street, and the e-motorcycle struck the right rear of the truck.

The operator of the e-motorcycle, David Allan Minch, 28, was transported to the hospital with minor injuries. He faces charges of felony DUI, reckless driving, first-degree driving while license suspended, and violation of an ignition interlock requirement.

Investigators found no evidence of wrongdoing by the driver of the truck. The driver cooperated with the investigation and was released from the scene.

BGPD is aware of growing community interest and concerns surrounding e-motorcycles and e-bikes. The e-motorcycle involved in this collision was not street legal and was being improperly operated on a public roadway.

As e-motorcycles and e-bikes grow in popularity, questions about their safe and legal use are also increasing. BGPD is developing educational resources to help riders, parents, and community members better understand the rules. Additional information and resources will be shared as they become available.

In the meantime, e-motorcycle and e-bike owners are encouraged to understand the classification and legal requirements of their vehicle before riding, use appropriate protective equipment, exercise caution, and know where their vehicle may legally be operated.  Parents and guardians are also encouraged to talk with young riders about safe and appropriate operation of their e-vehicles.

Questions regarding e-motorcycles and e-bikes may be submitted to the Battle Ground Police Department through the City’s website at: www.cityofbg.org/ContactUs-PD.
