The City of Astoria is seeking qualified individuals or non-profit organizations to apply for the attached Request For Proposals (RFP) for the City of Astoria Arts Program Development.
Completed proposals must be submitted to the City Manager's Office no later than 5:00 PM on December 9, 2024. Proposals may be submitted electronically via email to rquigley@astoria.gov or a hard copy titled “City of Astoria Arts Program" may be submitted to: City Manager's Office, 1095 Duane St, Astoria OR 97103. The City of Astoria has completed a water service line inventory as required by the U.S. Environmental Protection Agency (EPA) under the Lead and Copper Rule Revisions (LCRR), which mandates all water systems to identify any lead service lines by October 16, 2024. We are pleased to report that no lead service lines were found.
Over the past year and a half, the City has been working diligently to identify the materials of both public and homeowner-side service lines. This inventory included:
- Public-side service lines – from the water main to the water meter.
- Homeowner-side service lines – from the water meter to the point where the plumbing enters the home.
The following methods were used to complete this inventory:
- Historical Record Review: Examining city records from past work on water meters, which often recorded the pipe material connected to the meter.
- Field Observations by Utility Staff: Utility staff documented pipe materials during regular maintenance, leak repairs, and meter readings, repairs, or replacements.
- Statistical Sampling: For locations without recorded pipe material data, a randomized sample of 351 homes and businesses was selected. At these locations, both public and homeowner-side service lines were examined for pipe material. Based on this representative sample, we have a 95% confidence level that there are no lead service lines in our system.
The inventory was submitted to the Oregon Health Authority on October 4, 2024, in full compliance with the LCRR requirements.

ASTORIA, OR, November 1, 2024: The City of Astoria, Oregon Department of Transportation (ODOT), and Astoria School District (ASD), will be celebrating the completion of the OR202 Sidewalk Project on Tuesday, November 12, 2024, at 2:00 PM. The $6.5 million project included approximately 2,100 ft of new sidewalk, ADA ramps, drainage improvements, guardrail, signage, as well as repaving the full width of the highway. ODOT provided approximately 90% of the project funding, as well as design work, project management, and construction management. Both the City and ODOT appreciate the residents, businesses, and Astoria High School community for their patience and understanding while construction was underway. We are grateful for the quality work provided by Big River Construction and their team of subcontractors.
The community is invited to celebrate the completion of the project along with local elected officials, and staff from both agencies who assisted with its completion. The ceremony will take place at the sidewalk in front of the Astoria High School track (1001 W Marine Dr, Astoria, OR 97103).
