Contractor board administrator moves to new agency/Board appoints Stan Jessup acting administrator - 01/10/18

Salem -- Stan Jessup, a veteran state government manager and one-time contractor, will serve as acting administrator of the Construction Contractors Board (CCB), effective Wednesday, Jan. 10.

The current administrator, James Denno, is the new executive director of Oregon Travel Experience, which oversees the state's rest areas and other programs to assist travelers. He served as administrator of the CCB since August of 2014, shortly after a longtime administrator retired.

During Denno's tenure, the agency revamped its enforcement program to increase random license checks at home building and remodeling sites, improved the continuing education program, increased communication with contractors, and moved to a new office building with improved parking and training facilities.

"The board appreciates Jim's steady and positive leadership over the past three-plus years," board Chair Jim Kitchin said. "He will be missed and we wish him all the best in his new position."

Jessup has been with the CCB since 2010, most recently as manager of the Enforcement Section overseeing the single largest number of agency staff. In addition to investigators and compliance officers who enforce contracting regulations, the staff helps resolve disputes between contractors and homeowners. A former real estate broker and construction contractor, Jessup has been in state government budget and policy positions since 2001.

Jessup will serve while the board seeks a permanent replacement for Denno. The Department of Consumer and Business Services will oversee the recruitment process, which will include staff and stakeholder input.

"We look forward to beginning the recruitment and review process for the new director as soon as possible," Kitchin said.

The CCB licenses more than 38,000 contractors with about 60 employees and a $15.9 million 2017-19 budget.
