Incident: Bend man dies in electric scooter crash

At approximately 10:47 p.m. on Thursday, Oct. 29, Bend Police responded to a welfare check on NE Division Street near Third Street. A passerby had seen a man lying in the road and called to have officers check on him. 

The area is currently closed to traffic due to North Unit Irrigation District construction. 

When officers arrived, they located a 40-year-old Bend man inside the construction zone. The man, identified as Tommy Robert Banks, was dead at the scene. 

Officers determined Banks was riding an electric scooter northbound through the closed section of NE Division Street when he struck a large rebar grid in the roadway and crashed. He was not wearing a helmet.
