At approximately 3:51 p.m. on Saturday, Jan. 31, Bend Police responded to the area of NW Wall Street and Newport Avenue where a protest was taking place on all four corners of the roadway. A motorcyclist was in the intersection doing laps, blocking traffic and putting protesters in jeopardy.
Officers attempted to stop the motorcycle away from the crowd, but the driver drove away at high speeds eastbound on Franklin Avenue. Officers did not pursue the motorcycle through the busy area per Department policy.
Minutes later, the motorcyclist returned to the area of the protest and again began riding in circles through the intersection. Officers were still near the area and staged near NW Wall Street and Franklin Avenue to conduct a traffic stop. When the motorcycle got stuck in traffic on Wall Street, officers stopped the motorcyclist, identified as 34-year-old Bend resident Kurt Patrick Greenwood.
Greenwood refused to get off his motorcycle and officers removed him and detained him on the ground. Greenwood initially continued to resist arrest before being subdued without further force by officers. He sustained no injuries during the arrest, and was transported to the Deschutes County Jail on suspicion of disorderly conduct, eluding and resisting arrest. He was also cited for failure to obey a traffic control device, driving uninsured and improper display of validating stickers.
Greenwood’s motorcycle was impounded because he had no insurance. Wall Street was briefly blocked as officers conducted the stop and arrest.
