At approximately 4:29 a.m. on Sunday, Oct. 12, Bend Police responded to a report of a robbery. The victim, a 31-year-old Prineville woman, reported that she had been kidnapped and robbed at gunpoint.
An investigation determined that the victim, upon release from the Crook County Jail, drove to Madras to meet her friend, Coby Michael Powell, to stay with him. After an altercation between Powell and the victim’s boyfriend, Powell forced the victim into his truck and began driving to Bend to confront the victim’s boyfriend. During that drive, Powell reportedly held a gun to the victim’s head, took her phone from her and threatened to shoot her.
When Powell and the victim arrived at the boyfriend’s home in Bend, the victim was able to get out of the truck and started screaming for help. Powell left the scene. The victim then called for police assistance from the 7-Eleven on NW Galveston Avenue.
On Thursday, Oct. 16, Bend Police detectives, with assistance from Redmond Police and the Central Oregon Emergency Response Team, conducted a traffic stop on Powell after he left his workplace in Redmond. Detectives served a search warrant on Powell and his vehicle, as well as at his home in Madras. Powell was arrested and transported to the Deschutes County Jail on suspicion of first-degree robbery, first-degree kidnapping, menacing, coercion and unlawful use of a weapon. All firearms related to the crime were located and seized.
