Charges: Reckless Burning, In-state Warrant
On Sunday, July 23 at approximately 6:37 p.m., Bend Police responded to a report of a fire at a transient camp on Nels Anderson Road.
When officers arrived, they found 61-year-old David Hickman smoking a cigarette near the fire, which was visible from the street and was burning both a fence along the property and the landscaping nearby.
Multiple cigarette butts were found in the area of the fire near Hickman's belongings along the fence line. A witness reported seeing Hickman smoking near where the fire started, and confronted him about throwing cigarettes on the ground in hot, dry weather.
Hickman, who also had an active misdemeanor warrant, was arrested for reckless burning. He was lodged at the Deschutes County Jail.
Local law enforcement agencies and fire departments have responded to several fires in the area over the past week that are preventable and could have heavily damaged our community. This is a reminder that everyone has to be responsible to keep Bend safe from fire. Debris burning is not allowed at any time in the city of Bend, and cigarettes or any other burning material should be disposed of safely.
