News Release

Serious Assault -12/11/20

Case:              2020-127569

Date:               December 10, 2020            

Time:              9:45am          

Location:        19000 block of Aspen Meadow Drive

Suspect:        Ryan Michael Shinn, 40 year old male

                        Redmond resident

Victim:            Kelly Shinn, 61 year old female,

                       Bend resident

Victim:            10 year old female

                       Bend resident

Investigation:

On December 10, 2020 at about 9:45am Bend Police responded to a 911 call of a domestic dispute occurring in the 19000 block of Aspen Meadow Drive in southwest Bend.  Arriving officers discovered that Ryan Michael Shinn (40) had strangled his mother, Kelly Shinn (61) during a dispute.  Ryan Shinn inflicted serious injuries to his mother requiring her to be transported to St. Charles by ambulance.  During this dispute Ryan Shinn’s actions placed a 10 year old child in immediate danger.  Ryan Shinn was uninjured during this incident.  Officers were able to take Ryan Shinn into custody at the scene without incident. 

Officers discovered that Ryan Shinn had arrived at his mother’s residence in a stolen vehicle, which was parked on scene.  The vehicle, a Jeep SUV, had been reported stolen earlier in the morning in Redmond near Ryan Shinn’s residence. 

Investigators from Bend Police applied for, and were granted a search warrant for Ryan Shinn’s residence.  Bend Police investigators and Redmond Police investigators executed the search warrant at Ryan Shinn’s residence in the 1800 block of SW Canal in Redmond.  

Ryan Shinn was transported to the Deschutes County Jail where he was lodged on the following charges: Attempted Murder, Robbery I, Burglary I, Strangulation, Kidnapping I, Menacing, Assault IV (Felony), Coercion and Interfering with making a police report.  

Bend Police were assisted by the Redmond Police Department, Deschutes County Sheriff’s Office, Department of Human Services (child welfare), Bend Fire Department and Deschutes County 911.
