Suspect fled during a domestic disturbance investigation. - 09/05/19

Charges: Interfering with a Peace Officer, Felony Warrant for Probation Violation


On 09/05/19 at 1214am, Bend Police officers responded to 1707 SE Tempest Drive for a domestic dispute. Officers located Feliciti Mullins and Shawn Kennedy sitting inside a vehicle in the parking lot. The interior of the vehicle as well as both occupants were covered in a significant amount of blood.

As officers attempted to investigate, the vehicle started to drive away. Officers told Mullins and Kennedy that they were not free to leave. Mullins ignored the lawful order to stop driving and drove off with Kennedy in the passenger seat.

A short time late the vehicle was located at SE Cessna Drive and SE Craven Way. Kennedy fled on foot from the vehicle. Officers had probable cause for the crime of Interfering with a Peace Officer and Kennedy had a felony Probation Violation warrant with an original charge of Assault.

Officers attempted to locate Kennedy using a K9 team and UAV, but were unsuccessful. It was reported the blood was from a self-inflicted knife wound to Kennedy’s leg. 

Mullins was arrested and lodged at the Deschutes County Jail for Interfering with a Peace Officer and a misdemeanor warrant for theft. 

The Bend Police Department was assisted by the Deschutes County Sheriff's Office and the Oregon State Police during this investigation.
