Case # 2018-345740

Date & Time of Incident: November 6th at 2:20 pm

Type of Incident:  Multiple Drug Charges

Location of Incident: SE 3rd and SE Reed Lane

Suspects:

Dylan Phillip Ricker                       19 year old                             Bend resident

Narrative:

Within the past two weeks, the City of Bend Police Department received information that Dylan Ricker, a 19-year-old Bend resident, was supplying cocaine and other controlled substances to high school students in the Bend area. Information received revealed that Ricker was conducting these drug deals off school campuses, but sometimes within a 1000 feet of a school.

The Bend Police Department Intelligence Led Policing Team (ILP) started working the case as a problem oriented policing project. Members of the ILP Team conducted surveillance on several days, concluding with surveillance on November 6th.

During surveillance on November 6th, Ricker was seen stopping at two different schools, one during lunch and one after school. Each time Ricker picked up one student. Officers were able to develop enough information to stop the vehicle driven by Ricker, which was a 2003 Subaru Impreza. Officers also observed several traffic violations to include Failure to Maintain a Lane of Travel.

During the traffic stop, officers searched Ricker’s vehicle and located several different types of controlled substances and items that were consistent with the sales of controlled substances.

Included in the seized items were over 10 grams of cocaine that were separately packaged for sale, user amounts of methamphetamine, MDMA (ecstasy), and Xanax. Over $4000 dollars of cash was seized that is believed to be from sales of the listed controlled substances.

During this investigation, Ricker was found to have provided at least one juvenile with cocaine and Xanax on multiple occasions.

Ricker placed into custody for Possession of Cocaine, Delivery of Cocaine, Manufacture of Cocaine, Possession of a Schedule IV controlled substance (Xanax), Possession of Methamphetamine, Possession of MDMA (ecstasy), Delivery of Cocaine to a Minor and Delivery of Schedule IV Controlled Substance to a Minor. Ricker was transported to the Deschutes County Adult Jail, where he was lodged on the listed charges.

The Bend Police Department took the information we received about Ricker delivering controlled substances to local high school students seriously. We partner with the Bend La Pine Schools in many ways to help provide a safe environment for our students to learn. This case was an example on another way we can make a safer learning environment for our students.
