Narrative:
Early in the morning of October 23, Bend Police received information that Jason David Goulet was at an address in the 61000 block of SE Brock Lane. Officers with the Bend Police Department learned that Goulet had a warrant for his arrest out of the Marion County Sheriff’s Office for two counts of Theft I and one out of Wake County North Carolina for a Parole Violation. Officers also learned that Goulet was wanted (no active arrest warrant) out of Thurston County Washington for an Assault II, which was related to a domestic violence assault.
Officers located Goulet’s vehicle in the driveway of the reported house and conducted follow up investigations while surveilling the residence. During this time Bend Police received information that Goulet might be in possession of a firearm.
At 09:50 am, officers witnessed Goulet get into his vehicle, a 2012 Dodge pickup, and drive onto Parrell Road. There was a short pursuit which was quickly terminated. Officers were able to locate Goulet’s vehicle abandoned in the area of Lorenz and Stone Creek.
Based on the severity of the crimes Goulet was wanted for and the area in which Goulet fled, Silver Rail Elementary School was placed into a precautionary lockout. There was no direct threat to the school or students.
A Bureau of Land Management K9 Officer, Bend Police K9 “Kim” and a Bend Police Department drone were deployed in an attempt to locate Goulet. Officers saturated the neighborhood around Silver Rail Elementary looking for Goulet. A Bend Police Traffic Officer spotted Goulet in a small park adjacent to Silver Rail Elementary. Goulet was taken into custody without incident. Goulet was not found to be in possession of any firearms.
During the investigation with Goulet, officers learned Goulet created a fake bank and bank account to purchase three Stihl Chainsaws from a local business. The fraudulent cashier’s check was for $4000 dollars. Goulet then sold the chainsaws on Craigslist/Bend making approximately $2500 dollars. The cashier’s check used was very realistic in appearance and could easily be mistaken for a legitimate check.
The scam Goulet put together included creating a website for APX Commercial Bank. Goulet used a re-routed phone number so he could take calls for the “bank.” It is not known if Goulet used this fake account and/or checks from this bank for any other fraudulent activity.
We are asking the community for help in locating the three chainsaws purchased with fraudulent activity. The saws are described, with serial numbers, below:

Goulet was transported to the Deschutes County Jail and lodged on charges consisting of Forgery I, four counts of Theft I, Computer Crime, Felony Elude, Reckless Driving and various traffic violations. Goulet was also lodged on the Theft I warrant out of Marion County Sheriff’s Office.
