Search Warrant On NE Franklin (Photo) -08/24/18

Narrative:

On August 23, Bend Police served a search warrant at 705 NE Franklin Avenue. This warrant was related to the Problem Oriented Policing project regarding issues reported at and around the immediate vicinity of the Bottle Drop (755 NE 2nd Street). This is an ongoing project to improve safety for our community.

This project has included several drug investigations where additional information was obtained. Officers with patrol and the Intelligence Led Policing Team (ILP) conducted three separate drug investigations with three separate suspects.  During each investigation the police seized different quantities of methamphetamine.  The investigation revealed all three people arrested reside at 705 NE Franklin Ave.  During the three investigations, Eric Lowe, David Spilde, and Stephen Reuckheim were arrested for possessing methamphetamine. 

The ILP Team continued this investigation and found several people have been frequenting 705 NE Franklin Avenue, and the activity is consistent with drug sale activity. Community members have been concerned about this activity at this address and have contacted the Bend Police Department with their observations.

A search warrant was issued for the residence and on August 23 at 7:05 am, members of the Bend Police Department and the Tri-County Central Oregon Emergency Response Team (CERT) executed the warrant at 705 NE Franklin.  During the search warrant service nine people were contacted, some who did not live at the residence.  A search of the residence revealed user quantities of methamphetamine and drug paraphernalia throughout the inside of the house and in recreational vehicles (RV’s) on the property.

While executing the search, Bend Police found the property to have areas of concern regarding items being stored and garbage on the property. Bend Police worked with the City of Bend Code Enforcement to address the public nuisances found at the location.

Ballin Starr, Stephen Reuckheim, David Spilde and Kathryn Nelson were arrested for Possession of Methamphetamine and Frequenting a Place Drugs are Used, Kept or Sold. Starr and Reuckheim were transported to the Deschutes County Jail, where they were lodged. Kathryn Nelson and David Spilde were issued a citation to appear in Deschutes County Circuit Court.

David Spilde and Kathryn Nelson were issued citations in lieu of custody for the charges of Possession of Methamphetamine and Frequenting a Place Drugs are Used, Kept or Sold. Susan Miller was issued a citation for Frequenting a Place Drugs are Used, Kept or Sold. Shawna Roberson and Dwight Nelson were charged with Possession of Methamphetamine and were issued citations to appear in Deschutes County Circuit Court.

Eric Lowe was not present at the time of the warrant service.  The Bend Police Department is searching for Lowe as we have additional criminal charges regarding evidence found in the RV where he resides. Additional evidence found included firearms, which he is not legally able to possess. If you have any information regarding his whereabouts, please call our non-emergency line 541-693-6911. 

This case is another example of the great partnership and collaboration between the community members of the City of Bend, the Bend Police Department, additional City of Bend entities and our local law enforcement partners. The Bend Police Department will continue to be proactive with our relationships to improve the livability for our community of Bend.
