Jail Overcrowding Forces Convicted Felon to be Released (Photo) - 12/04/17

CORVALLIS, Ore. -- On Thursday, November 30, 2017, a convicted felon was released at the Benton County Jail after being booked on multiple drug charges, as well as vehicle and weapon violations.

A Detective with the Benton County Sheriff's Office -- Corvallis Police Department Street Crimes Unit, observed a vehicle determined to be stolen out of Albany, in the area of Twin Oaks Circle & SW 3rd Street in Corvallis last Thursday.

The vehicle was occupied by a female driver and male passenger, who were later identified as Laura Ruhl, 22, and William Johnson, 25.

A short time later, Ruhl and Johnson were observed getting into a different vehicle driven by Tyler Boyce, 28.

A search of the vehicle driven by Boyce, following an alert by a drug detecting Corvallis Police K9, yielded greater than user amounts of Heroin, Methamphetamine, and suspected Psilocybin Mushrooms. Cash, a digital scale, drug packaging material, a stolen bicycle, a loaded semi-automatic handgun, and other drug-related items were also seized.

Boyce was issued a citation in lieu of custody for Unlawful Possession of Heroin and Methamphetamine as well as Unlawful Possession of a Schedule I Controlled Substance.

Ruhl was charged with Unauthorized Use of a Vehicle and Possession of a Stolen Vehicle, Unlawful Delivery of Heroin and Methamphetamine, Unlawful Possession of Heroin and Methamphetamine, and being a Felon in Possession of a Firearm, then booked at the Benton County Jail.

Johnson was charged with Unauthorized Use of a Vehicle and Possession of a Stolen Vehicle, Unlawful Possession of Heroin and Methamphetamine, and being a Felon in Possession of a Restricted Weapon. Johnson was released from the Benton County Jail with a court date due to overcrowding.
