Officer Involved Shooting Near Campground Under Investigation - 08/04/26

On August 3, 2026 at approximately 7:22pm the Linn County Sheriff’s Office and Oregon State Police responded to a report of a male driver shooting a handgun from his vehicle parked by the entrance to Riverbend Campground in Linn County. It was determined that the suspect, David Duncan, 69 years of age, of Oregon City, Oregon was traveling west on Hwy 20 and had crashed his vehicle and left the roadway. Witnesses reported his truck was on the side of the road and he had exited it and was acting erratically. He was seen urinating and then shooting his handgun across the highway.

 

Riverbend Campground and Camp Attitude, a free camp for youth who experience physical or cognitive disabilities, were put on lockdown immediately. Oregon State Police Troopers arrived on scene and attempted contact with the driver who was back inside his truck. Duncan then put the truck in drive to continue westbound on Hwy 20.  As the vehicle approached law enforcement, shots were fired by Oregon State Police Troopers.

 

Duncan sustained non-life-threatening injuries and was transported to an area hospital for medical treatment. No bystanders or law enforcement were injured during the incident.

 

The circumstances surrounding the incident remain under investigation and no additional information is being released at this time. Anyone who witnessed the incident or may have information regarding the events leading up to the incident is encouraged to contact Detective Sgt. Joe Clausen, Albany Police Department at 541-791-7680. Pursuant to Linn County Use of Deadly Force (SB 111) protocols the Albany Police Department is conducting an independent investigation of the officer involved shooting.
