Five People Arrested In Undercover Child Predator Sting (Photo) - 06/05/26

On Thursday, June 4, 2026, the Washington County Sheriff’s Office and the Hillsboro Police Department conducted a child predator sting where investigators used multiple dating applications, social media sites, and other online platforms to pose as underage boys and girls. The people contacted the profiles online and offered to meet a person they believed to be a child for sex. When individuals arrived to meet the child or took substantial steps toward that, they were instead contacted by law enforcement and arrested.

 

During the mission, several individuals immediately terminated their conversations when they realized they were speaking to someone who explicitly provided their specific age and identified as a minor.

 

The following people were arrested for luring a minor and online sexual corruption of a child:

  • Ashwin Chand, 23, of Beaverton
  • Brendan Cook, 22, of Portland
  • Craig Xiap-Jelkes, 28, of Hillsboro
  • Christopher Stone, 38, of Hillsboro
  • Robert Gerdes, 60, of Hillsboro

Detectives believe there may be more victims of these individuals.

 

The Sheriff’s Office regularly conducts undercover operations, both full-scale stings and day-to-day chats, targeting child predators. The Sheriff’s Office receives thousands of child abuse reports each year, and these proactive missions are designed to identify and contact people before they victimize an actual child.

 

Parents are encouraged to help their children be safe online and to be aware of the websites and mobile applications their kids are using. The Sheriff’s Office provides online safety education for parents and community organizations upon request.

 

The Washington County Sheriff’s Office would like to thank the Beaverton Police Department for their partnership in assisting with the sting.

Deputies Arrest Man After Lengthy K9 Track - 06/03/26

On Sunday, May 31, 2026, a Washington County Sheriff’s Office deputy responded to a theft at Ace Hardware at 3470 SW 185th Avenue in Aloha, learning that the male suspect had left in a vehicle. Deputies investigating the theft found the suspect driving on SW 201st Avenue and attempted to stop the driver.

 

The driver eluded and crashed his vehicle into another vehicle near SW 201st Ave and SW Baseline Road before crashing into a second vehicle near SW 185th Ave and SW Baseline Rd, which disabled his car. Fortunately, the occupants of the other vehicles were not seriously injured. Upon arrival, deputies discovered that the driver had fled the crash and called for a K9 to assist with tracking. Deputy Oien and K9 Rexx responded as deputies set up containment.

 

Multiple 911 callers reported seeing the suspect run through neighborhoods and jump fences. Corporal Terry and K9 Griff assisted with the track as the suspect continued to run. Both K9 teams worked together to narrow the distance between them and the fleeing suspect.

 

After nearly three hours of tracking, Deputy Oien and K9 Rexx located the suspect hiding under a tarp in a backyard near the 19000 block of SW Johnson Road.

 

The suspect, 40-year-old Moua Thao of Beaverton, was arrested and transported to the Washington County Jail for the following:

  • Attempt to elude in a vehicle
  • Hit and run
  • Assault in the fourth degree
  • Reckless driving
  • Theft in the second degree
  • Washington County warrant
  • Oregon Parole Board warrant

 

The Beaverton Police Department and deputies added additional charges for other open cases involving theft and driving offenses once Thao was in jail.

Detectives Seeking Additional Victims In Sex Abuse Case (Photo) - 06/02/26

On May 16, 2026, Washington County Sheriff’s Office (WCSO) detectives began investigating a sexual assault case involving 53-year-old Jacob Joaquin Mandes. Sr. Detectives with the Astoria Police Department reached out after getting information that Mandes admitted to a family member that he had sexually assaulted a child in Cornelius.

 

WCSO Violent Crimes Unit detectives developed probable cause to arrest Mandes for numerous crimes that occurred over the past 10 years. Working with Astoria Police, the Clatsop County Sheriff’s Office, and the Columbia County Sheriff’s Office, detectives had Mandes arrested the same day the report was made. On May 20, a Washington County grand jury then indicted Mandes for the following crimes:

  • Rape in the first degree (2 counts)
  • Sodomy in the first degree (2 counts)
  • Sodomy in the second degree (2 counts)
  • Unlawful sexual penetration in the second degree (2 counts)
  • Sexual abuse in the second degree (11 counts)

A Washington County judge ordered Mandes held without the possibility of release while the case is pending. Additional charges are possible as the case continues.

 

Based on the investigation to date, detectives believe there may be additional victims. Mandes has lived or worked in Washington, Columbia, and Clatsop counties in the past. His address history includes Cornelius, Hillsboro, Astoria, and Vernonia.

K9 Rexx Locates Suspect Running From Stolen Vehicle (Photo) - 05/14/26

On Tuesday, May 12, 2026, at about 8:00 a.m., Washington County Sheriff’s Office deputies responded to a report of a suspicious vehicle parked near storage garages at 4050 SW 160th Avenue. The caller reported seeing a man with a gun inside the vehicle.

 

Deputies requested a drone to assist and used it to safely monitor the situation from above. Through the drone’s camera, they observed the man emerge from a nearby storage unit. When he noticed the deputies, he fled south across the parking lot, jumped a fence, and ran toward SW Blanton Street in Aloha.

 

Deputies saw guns inside the vehicle the man had abandoned and confirmed it was stolen. They set up containment and requested a K9 team to track the suspect. Deputy Oien and his K9 partner, Rexx, responded.

 

Deputy Oien and K9 Rexx began tracking the suspect with support from a drone overhead. K9 Rexx soon located the suspect, 36-year-old Vance Lind of Mesa, Arizona, who was hiding under a blanket in the thick brush within a nearby green space. Deputies took Lind safely into custody and transported him to the Washington County Jail for the following:

  • Unauthorized use of a motor vehicle
  • Felon in possession of a weapon
  • False information to a police officer
  • Warrant out of Arizona

Detectives from the Washington County Community Violence Reduction Team (CoVRT), who were assisting with the investigation, applied for and executed a search warrant. They located additional guns and stolen merchandise in the vehicle and the storage unit associated with Lind.  

 

Additional charges may follow as the investigation continues.

On Saturday, May 16, 2026, the Washington County Sheriff’s Office, in partnership with the Sheriff’s Office Foundation, will host the 19th Annual Washington County K9 Trials at Hillsboro Stadium, located at 4450 NE Century Blvd, Hillsboro, OR. This exciting event offers the public a great opportunity to learn more about the remarkable law enforcement K9 units dedicated to protecting our communities.  

 

The competition will feature the following events: area search, an agility course, suspect apprehension, fastest dog, and handler protection. Gold, silver, and bronze medals will be awarded to the top three dogs in each category based on their fastest times. The overall winner will be determined by a point system across all events.  

 

In addition to the thrilling competitions, spectators can look forward to our community and vendor fairs, as well as a meet-and-greet with the K9s after the competition. The community and vendor fairs open at 10 a.m., and the K9 competition will begin at 11 a.m.  

 

Food and drinks will be available for purchase.  

 

Family and friends of all ages are encouraged to join us in celebrating our dedicated K9 units, but please leave pets at home (service animals are welcome).

Detectives Arrest Caregiver For Sexually Abusing Resident (Photo) - 05/11/26

On Saturday, May 9, 2026, Washington County Sheriff’s Office deputies responded to investigate a sexual assault at a care facility in the Raleigh Hills area. Staff called the police after becoming concerned that a resident was sexually abused by an employee. Deputies responded initially, and a detective from the Violent Crimes Unit was called out to lead the investigation.

 

Investigators learned the staff member, 25-year-old Oscar Marquez-Alonso, had been employed as a caregiver and had worked at this specific care home for approximately a month. Detectives found evidence that Marquez-Alonso sexually abused an elderly female resident while he was working.

 

Marquez-Alonso was arrested and lodged at the Washington County Jail on the following charges:

  • Sexual abuse in the first degree (two counts)
  • Sodomy in the first degree

The investigation is ongoing, and Marquez-Alonso may face additional charges.
