Vancouver Police arrest additional serial bank robbery suspect - 11/23/24

Vancouver, Wash. – Today the Vancouver Police Department Major Crime Unit and the Vancouver Police Department Crime Reduction Unit (CRU), with the assistance from the Clark County Sheriff’s Office and the Battle Ground Police Department, served another warrant at a Battle Ground residence related to a series of Bank Robbery investigations in Vancouver, Clark County, and the Portland/metro area. 

Today’s search warrant resulted in the arrest of Bryan Russell Vaughan Duke, 44 years of age for the following robberies:

  • September 13, 2024-Umpqua Bank-11515 SE Mill Plain Blvd., Vancouver 
  • October 17, 2024-Umpqua Bank-10705 NE Fourth Plain Blvd., Vancouver 
  • October 25, 2024-U.S. Bank-11621 SE Mill Plain Blvd., Vancouver

Vaughan Duke has been booked into the Clark County Jail on three counts of Robbery I. Additional charges are likely pending.

Vancouver Police investigate fatality collision (Photo) - 11/22/24

Vancouver, Wash. – Last night at around 6: 20 p.m., Vancouver Police responded to a collision involving a vehicle that hit a pedestrian in the intersection of NE Fourth Plain Blvd./NE 117th Avenue. The pedestrian was crossing in the crosswalk on the west side of the intersection, against the light, when a driver approached the intersection and hit the pedestrian. The driver remained on scene and impairment on the part of the driver was not a factor in the collision. The pedestrian was transported to an area hospital but did not survive his injuries. 

The Vancouver Police Department Traffic Unit is continuing this investigation. This is the 14th fatality collision in 2024 that the Vancouver Police Traffic Unit has investigated. 

The Vancouver Police Department reminds pedestrians to always activate crosswalk signals before crossing roadways, never cross mid-block and wear light-colored or reflective clothing. Drivers, especially during hours of darkness or when there is reduced visibility, should remain alert to possible pedestrians in and around intersections and maintain legal speeds. Vancouver Police Investigate Motorcycle vs Vehicle Collision (Photo) - 11/15/24

On this date at approximately 1457 hours, Vancouver Police Department responded to a motorcycle vs vehicle collision at Grand Blvd/Mill Plain Blvd. A Ford Ranger pulled out from the AM/PM driveway and crossed all eastbound lanes to enter the turn lane for northbound on Grand Blvd.  The Ranger pulled in front of a motorcycle traveling eastbound on E Mill Plain Blvd.  The motorcyclist was taken to a local hospital with life-threatening injuries.  The driver of the Ranger was not injured and stayed on scene.  No impairment was believed to be involved.

Vancouver Police Investigate a Felony Hit and Run (Photo) - 11/14/24

On this date at approximately 1712 hours the Vancouver Police Department responded to a Hit and Run at the 6700 Block of E 4th Plain Blvd.  Upon arrival a female victim was found on scene with life-threatening injuries.  She was transported to a local hospital for treatment.  The involved vehicle did not stop and fled the scene.  The traffic unit is on scene to continue the investigation.  Anyone with information regarding this collision is asked to call 911.

Vancouver Police asks for help in Homicide (Photo) - 11/14/24

The Vancouver Police Department Major Crime Unit, in conjunction with Crime Stoppers of Oregon, is asking for the public’s help in identifying and locating any individuals involved in the homicide of 31 -year-old Courtney Clinton.  Courtney last had contact with friends and family the week of October 28th.  Courtney was discovered deceased in her vehicle on November 1st in the 300 block of Blandford Dr. in Vancouver.  Courtney’s infant child was found in the vehicle with her.  The child was unharmed.

Anyone with information about this case are asked to submit anonymous tips to Crime Stoppers of Oregon. Crime Stoppers of Oregon offers cash rewards of up to $2,500 for information reported to Crime Stoppers of Oregon that leads to an arrest in any unsolved felony crime, but tipsters must remain anonymous. Vancouver Police Investigate Fatality - 11/13/24

On this date at approximately 0425 hours Vancouver Police responded to a collision at the intersection of SE 117th Ave/Mill Plain Blvd.  A male pedestrian had been struck by a vehicle.  The male was transported to a local hospital and did not survive his injuries.  The driver stayed on scene and is cooperative.  There is no evidence of impairment on the driver at this time.  The Traffic Unit is on scene and taken over the investigation.  Traffic in east Vancouver will be impacted for an extended amount of time this am.  Please avoid the area and use another route if possible.

Vancouver Police conduct death investigation (Update 1) - 11/07/24

Detectives from the Vancouver Police Department are investigating this as a homicide. 

The child that was located inside the vehicle is safe and is being cared for by family members. 

Anyone with information related to this case is asked to call the Vancouver Police Department tip line at (360) 487-7399.

Vancouver, Wash. – This morning at around 4:25 a.m., Vancouver Police responded to the 300 block of N. Blandford Drive for the report of a deceased woman in a car. When officers arrived, they located a female inside the car deceased, and a small child inside the car that did not appear to be physically injured. 

The Vancouver Police Department Major Crime Team is investigating.

Vancouver Police planning for election week - 11/04/24

Vancouver, Wash. – In anticipation of gatherings of people who may wish to exercise their First Amendment rights surrounding the election, the Vancouver Police Department is preparing safety plans and coordinating with other City departments and local partners to increase safety and provide information related to lawful, peaceful assembly.  

 “The City has a long history of supporting the rights of individuals to assemble peacefully,” said City Manager Lon Pluckhahn. “Regardless of the outcome on Tuesday, we remain committed to ensuring that all expressions of free speech are conducted in a safe, lawful, and respectful manner. Our focus is on maintaining the safety and well-being of all residents and visitors.” 

The goal of the Vancouver Police Department during any public event is to: 

1.            Maintain safety for all persons involved. 

2.            Protect public and private property. 

3.            Protect the right for lawful expression of Free Speech.  

4.            Minimize impact to community and traffic flow. 
 

There are no identified threats or any known election events planned in Vancouver; however, Vancouver Police are continuing to monitor information leading up to election day and will be increasing staffing throughout election week.  

“The Vancouver Police Department fully supports people’s rights to assemble and engage in Free Speech, however they must do that in a lawful and peaceful manner; criminal behavior will not be tolerated in the City of Vancouver and individuals who engage in violent behavior or who come here to destroy or damage property will be investigated and will be subject to arrest and prosecution”, said Vancouver Police Interim Chief Troy Price.  

The Vancouver Police Department will utilize all available video including department body worn camera, department UAS (uncrewed aircraft system) and private video that may have captured criminal activity to conduct any follow-up investigations in which those responsible may not have been arrested at the time of the incident, due to the dynamics at that moment for officers to safely make an arrest.  

 Behaviors that will not be tolerated, and which may be subject to arrest or prosecution include: 

  • Blocking streets or vehicle traffic, to include pedestrians blocking freeways or major arterials. 
  • Lighting fires or burning materials. 
  • Vandalism or destruction of public or private property.  
  • Assaultive behavior.  
  • Unlawful possession or use of weapons. 
  • Disobeying police commands to disperse. 

The Vancouver Police Department and the City of Vancouver will utilize signage and audible messages through a sound truck, as needed, to communicate and provide instructions or information to a crowd.  

During a large-scale public event, the Vancouver Police Department will utilize our X channel, (2) Vancouver Police USA (@VancouverPDUSA) / X  for any public messages and updates.
